Does anyone know what this means?

Recently I received an email which was entitled "generate". It was from nobody I knew, and I found it rather odd as it just had one line saying:
"The obligatory nuisance consumes an equal stress."
Does anyone know what this means? Is it a philosophical quote?
I find it rather puzzling even though it seems to be simple at a glance.
